New divisional headquarters and custody suite integrating numerous police teams

West Division Headquarters

The new West Division Headquarters was required by Lancashire Constabulary to create a base for the delivery of the divisional community policing services. Housing many different teams, it was to create a base for the delivery of divisional community policing services including local neighbourhood teams and immediate response officers, as well as housing a state of the art 42-cell custody suite.

Our West Division headquarters is an iconic building, which underpins policing services for the area. It is a clear example of investment in policing for Lancashire and investment in our local community. The project team clearly demonstrated strong collaborative working during the planning, construction and commissioning of this site, producing an exceptional result. We are delighted with the result and proud of all the hard work that was undertaken.

We were closely involved from start to finish, including navigating a challenging two-year period to develop the brief, undertaking extensive stakeholder engagement, and ensuring full stakeholder sign-off of designs. The building won the Northwest Building Excellence LABC award for the Best Public Service Building.

Requirements of the different teams to be based at the site needed to be captured and stakeholder-driven changes needed to be controlled. Cost implications of each change request had to be carefully considered to protect the budget.

The multiple functions to be performed within the new headquarters meant the testing and commissioning of building services would be complex and would require a sufficient allocation of time within the programme.

We established a single point of contact with Lancashire Constabulary through the Estates and Facilities Department, ensuring clear lines of communication with key stakeholders. Careful control of communication helped to limit end user driven changes from occurring later in the project lifecycle.

We developed detailed handover acceptance criteria and worked with the contractor to prioritise and close out each item, enabling the contractor to demonstrate that testing and commissioning had been fully completed. Post completion, Pick Everard continued to manage the process of bringing the building into operation, working with key departments who were undertaking health and safety and live testing exercises that are essential before formally designating the building as a police station.
