Regional Delivery Additional Works Services Programme

The Defence Infrastructure Organisation's (DIO) Regional Delivery Additional Works Services (AWS) Programme has delivered projects ranging in value from £100k to £10m at sites including Army HQ Andover, Middle Wallop Army Apache Centre, RAF Odiham Chinook Helicopter, Royal Military Academy Sandhurst, Thorney Island Baker Barracks, RAF Wycombe and London Hyde Park Barracks.

Our team have provided management services for projects including office refurbishments at Andover Army HQ and Middle Wallop Army Aviation Centre. Other projects comprise specialist meeting rooms, medical-dental facilities, single-living accommodation, nurseries, motor transport fuel installations, runway friction and additional ground lighting, security fencing, re-roofing, district heating main replacement and C-type hangar refurbishments.

Part of our service delivery has required engaging with British Army and Royal Air Force stakeholders to maintain successful delivery against programme. For example, during a hangar refurbishment at Middle Wallop Army Apache Centre, the range of stakeholders was complex and required us to carefully plan and undertake appropriate levels and methods of communication, so that expectations were managed at the different levels of the organisation.

The Covid-19 pandemic affected several on-site construction programmes due to a shortage of labour and of specialist material elements being imported from EU countries and China.

For the project at Middle Wallop Army Apache Centre, meetings were arranged with stakeholders including Army Regional Infra Cell budget holders, DIO staff and the Army Wing Commander for the site, where we discussed cost saving options. This led to adoption of a different procurement process which will deliver the cost savings required. By raising this cost issue at an early stage in the project and as soon as we had identified it as a risk, we were able to avoid any unnecessary delay to the delivery programme.

In response to the impact of COVID-19 on the construction programmes, we chaired regular meetings with the main contractor, recording programme delays so that we could effectively evaluate compensation events arising.
