Maximising social value for Buckinghamshire County Council
Social Value Strategy
We were appointed to transform Buckinghamshire County Council’s (BCC) strategic approach to capital project delivery by developing nine key outputs in support of its Property Improvement Plan.
Our approach
One area of focus was the need to maximise social value creation through BCC’s capital programme, by developing a policy framework aligned with current methodologies for delivering community benefit and measuring its impact.
A core transformation we identified for embedding social value was the need to specify requirements and expectations within the tender documentation produced by Buckinghamshire County Council.
We presented the Social Value Portal’s National Themes Outcomes and Measurement best practice framework for leveraging and measuring social impact through project delivery. This was followed by facilitating a workshop to define what social value meant to our client in terms of the objectives of its capital programme, the key barriers to its delivery, and the initial thoughts of stakeholders on required actions.
We developed a strategy for producing the following key deliverables required to transform BCC's approach:
- Social value policy and capital programme strategy
- Employment and skills plan template and process.
- Standardised form for capturing data against metrics.
- Processes, procedures and workflows.
We recommended engaging stakeholders to be affected by a particular project in designing their desired social value outcomes into projects from the earliest possible stage.
