Innovation Workshop: Key Takeaways from assisting Salix Finance with PSDS Applications

Pick Everard's Sustainability and Building Services teams feel delighted to have been appointed to the Salix Finance Framework, where we provide technical support for the Public Sector Decarbonisation Scheme (PSDS).

PSDS is dedicated to enabling the public sector to reduce carbon emissions in line with the UK Government’s commitment to becoming net zero by 2050.

The programme provides funding to enable the delivery of capital energy efficiency and heat decarbonisation projects within public sector non-domestic buildings, including central government departments and non-departmental public bodies in England.

With decarbonisation strategies taking precedence for many of our clients, we are continually striving to enhance our knowledge and understanding to deliver innovative and future-proof solutions.

Being part of the Salix Finance Framework has played an integral role in our learning and development. Recently, we hosted an internal workshop with to discuss innovative ideas from PSDS Phase 3b and Phase 3c applications.

Key decarbonisation takeaways discussed by Pick Everard engineers include:

  • Transitioning from local fossil fuel-based heating to an all-electric system is an effective means of reducing a building's direct carbon emissions. The UK national grid is actively working towards decarbonisation, shifting towards cleaner energy sources like nuclear and wind power, and moving away from older coal and gas-fired power plants. While the UK grid isn't yet at net-zero emissions, the commitment and direction are clear. Electric heat pumps represent a forward-looking solution for achieving a decarbonised national building stock.

  • Consider adopting an "energy-efficient building envelope" approach to reduce energy consumption. This involves assessing elements such as windows, insulation, and compliance with standards like EnerPHit, Leti, and Future Building Standards. Additionally, explore opportunities to use more efficient equipment, including lighting, controls, fans, and other systems.
  • Before implementing major changes, evaluate the potential for energy reduction by examining the building's original design, its current use, and future possibilities.
  • Recognise that funding constraints can be a significant challenge for clients, particularly in the public sector. While every client aims to achieve a carbon-neutral estate, budget limitations from central government can be a hurdle. Decarbonisation may not be the primary focus for some clients when resources are limited.
  • Address potential issues related to electrical capacity, both locally and within the broader network infrastructure, when transitioning from gas-fired plants to electric heat pumps. It's noteworthy that many projects do not experience delays due to insufficient electrical capacity. Pick Everard has a track record of assisting clients in optimising and expanding their electrical infrastructure capacity.
  • Understand that some projects may require a phased approach when completely eliminating gas usage isn't feasible. Implementing incremental changes and reducing carbon emissions in specific areas can still represent a positive step forward.
