Delivery of a high quality new custody suite

This project began as the addition of a new floor on the existing 1940's police headquarters building but then grew significantly to include: refurbishment of existing facilities, an extension to the side of the building spanning two storeys, and a new building providing catering and breakout space.

We played a key role in delivering the project in the face of numerous challenges, successfully accommodating major increases in the scope of the overall development, resulting in the successful completion of the new second storey and refurbishment, basement and side extension.

Abundant asbestos was discovered in the existing building which records did not show. As a result of this parts of building had to be sectioned off over a ten-week period while asbestos was removed, with potential for this to cause a major programme delay without effective coordination.

Over the course of the project major variations and additions had to be accommodated. The condition of the building made this difficult due to maintenance and repair issues with the existing services and structure.

Stakeholder engagement requirements were intensive and included the navigation of a sensitive issue requiring relocation of a memorial garden to make way for the development.

We skilfully coordinated asbestos removal; working with the on-site demolition contractor to quickly organise this while re-programming with the main contractor to enable works to continue elsewhere during the ten-week removal process. This meant the issue could be tackled with no programme delay incurred.

Our team supported the contractor wherever required in dealing with logistical challenges arising; for example, in the selection of a lightweight steel frame and cladding to reduce load on walls of the existing building, and re-programming to include the removal of foundations and infrastructure from a former munitions factory which were unexpectedly discovered.

We were able to handle the sensitive relocation of the memorial garden by supporting South Wales Police in explaining reasons and presenting proposals for a new improved garden with a statue and better amenities. This was well received by all stakeholders and the client expressed appreciation for our input into this matter.
