Delivery of the UK's largest publicly funded prison project on a 50 acre site

HMP Oakwood

A pioneering project, HMP Oakwood is one of the largest publicly funded prisons. The development comprises 17 BREEAM Excellent buildings including houseblocks, medical centre including mental health treatment facilities, sports centre, kitchen and visits building.

We have supported with design and management services as part of the contractor delivery team. Our design took full advantage of collaborative working, lean programming and off-site manufactured components and modular building services – achieving completion six months ahead of programme and £5m of savings on the total scheme cost. The new prison offers low running costs at £13,500 per prisoner annually, half the national average.

The scope and scale posed significant challenges in terms of consulting with planning officials and other authorities. As a major development, the project involved significant stakeholders that required regular engagement to capture requirements and deliver designs that suited their needs.

Our designs needed to be developed with complete focus on assisting staff and prisoners using the facility. Designs needed to enhance morale and create a positive environment, while enabling staff to work effectively and securely.

To ensure stakeholder buy-in, we produced early-stage designs in close consultation with Lambert Smith Hampton as planning consultants, drawing on their specific knowledge in preparation for the five pre-application meetings we held with South Staffordshire District Council. This approach allowed us to understand specific site conditions and provide tailored design solutions.

We created a positive environment for staff and prisoners, utilising the expertise of all stakeholders. We provided a layout that maximised space for day-to-day operations, with minimal hidden corners to prioritise staff and prisoner security and welfare.
