New Head of Development Services for Pick Everard

Multidisciplinary construction consultancy Pick Everard has appointed Deborah Rose as the new Head of Development Services.

The appointment was planned as part of the firm’s strategic growth of services, in line with the government’s drive for effective relationships between public and private sectors, ensuring assets and limited funds are used more effectively through reduced costs and increased efficiencies.

Duncan Green, Pick Everard Partner, is delighted to welcome Deborah who joins from Leicester City Council where she was head of major development. He explains, “With extensive public sector experience at a strategic level on major development projects, Deborah’s in-depth knowledge of best practice will enhance our services for public and private sector clients, helping them to achieve successful planning and development scheme outcomes”. 

The practice was recently appointed sole national provider within the £10m Scape framework for project management and quantity surveying, allowing public sector bodies, including central and local government, the NHS and police, to buy services quickly and efficiently at competitive rates. Pick Everard is also a Government Procurement Service supplier, an exclusive project management and design team framework giving public sector clients access to a full range of consultancy, design and technical skills across the build process.

Deborah joins Pick Everard after ten years spearheading a raft of key regeneration projects with Leicester City Council, unlocking the potential of brownfield sites and helping to transform the city’s townscape. These included the masterplanning of the Strategic Regeneration Area and leading the regeneration of the city’s Waterside, Cultural and Heritage quarters, Abbey Meadows and Leicester Market.

A land management graduate of De Montfort University in 1988 and with a post-graduate diploma in urban design, Deborah has previously worked in both private and public sectors, including Allcock & Grieves architects and Leicester and Gloucester City Councils. She joined Leicester City Council in 2001 as Urban Design Team Leader, appointed as head of major development in 2007.
