What is Buying Solutions?

Buying Solutions is an independent office of HM Treasury, tasked with leading efficient, best practice for public sector organisations.  Buying Solutions has set up a number of framework agreements with consultants for a variety of construction-related services.  Framework agreements allow customers in the public sector to access a full range of private sector consultancy skills they might need in whole-life procurement of property and construction interests.  These framework agreements can be used by any UK publicly funded organisation without having to follow the lengthy OJEU pre-qualification and tender process. 

Who can use Buying Solutions framework agreements?

Buying Solutions frameworks can be used by any organisation funded (or funded to a large extent) from the UK ‘public purse’ and that would normally have to follow OJEU procedures.  This may include:

• Central Government departments, agencies and Non departmental Public Bodies (NDPB)
• Local authorities and education authorities
• NHS Acute, Mental and Primary Care trusts
• Charities, museums, galleries and other lottery fund recipients
